To the participants of the Forum of Azerbaijani Scientists Living Abroad

Dear forum participants!

I sincerely welcome you on the occasion of the opening of the Forum of Azerbaijani Scientists Living Abroad in the capital of our country and wish each of you good health and success. I would especially like to emphasise that holding the forum at a time when our territorial integrity and sovereignty have been fully restored carries symbolic meaning.

The prominent place occupied by scholars among our compatriots living abroad creates broad opportunities for the development of the Azerbaijani diaspora. Substantial work has been carried out in recent years to build closer ties with our fellow citizens working in science and to support their active participation in programmes and projects that serve our national interests.

I am confident that the forum will be highly effective for networking among Azerbaijani scientists residing in different countries, deepening their links with our universities and research institutions, drawing on shared achievements, accelerating our country's advancement towards global goals, and integrating Azerbaijani science into the international scientific community.

I believe that the forum will take place in an atmosphere of thorough exchange of ideas and substantive discussion in support of sustainable and innovative development of science in Azerbaijan, and will help identify productive avenues of cooperation through which our scientists can contribute their knowledge and experience to the restoration of our liberated historical lands.

ADDRESS BY NOBEL LAUREATE IN CHEMISTRY AZIZ SANCAR TO THE PARTICIPANTS

Dear participants, dear compatriots,

I greet you at this forum organised by the World Association of Azerbaijani Scientists from distant America. This event is an excellent opportunity for Azerbaijani scientists living in different parts of the world to come together and contribute to the development of science and technology in our homeland. The forum's discussions and exchange of ideas are of great importance for shaping strategic plans for Azerbaijan's future.

The unity of Turkic peoples and the strong friendship between Türkiye and Azerbaijan are the foundation of peace and prosperity in the region. This friendship should also be reflected in the advancement of science and education. We must work together to promote the application of new technologies and the expansion of international cooperation in these fields. Building a better Azerbaijan for future generations is in our hands. I wish you success on this path.

Dear colleagues,

Greetings!

I have had the honour of visiting Azerbaijan on three separate occasions. On each visit I was deeply impressed by the country's continuous transformation towards becoming a modern republic.

Today Azerbaijan stands as an example of economic development and multicultural, multi-faith harmony.

The First Forum of the World Association of Azerbaijani Scientists brings together Azerbaijani scholars from around the world with leading colleagues in order to contribute to the development of science, education and the environment.

Please accept my warmest wishes for the success of the forum. I hope it will mark the beginning of many further scientific conferences and symposia initiated by Azerbaijan!

SPEECH BY FUAD MURADOV, CHAIR OF THE STATE COMMITTEE ON DIASPORA AFFAIRS

Dear guests, dear compatriots, esteemed scholars,

In his address to the forum participants, President Ilham Aliyev placed special emphasis on organising the diaspora, preserving the mother tongue, and supporting Azerbaijani scholars and researchers in reconstruction work in Karabakh.

The Forum of Azerbaijani Scientists Living Abroad is one of the major projects implemented by the Committee, and the foundation for this idea was laid in 2018. At that time we met with our scholars and rectors, future directions for the State Committee on Diaspora Affairs of the Republic of Azerbaijan in this field were defined, and these issues were included in the Roadmap.

Conveying the truth about Karabakh to the international community, responding to malicious plans against our country, and of course focusing attention on the development of liberated territories occupy a special place in the activity of the State Committee on Diaspora Affairs of the Republic of Azerbaijan. Each of our compatriots living abroad is valuable to us, and they are contributing in these areas.

Time has shown that the foundation of our success in any field is our unity. That is why the State Committee on Diaspora Affairs of the Republic of Azerbaijan has structured its main activity precisely in this direction. With the support of the Azerbaijani state, 30 Azerbaijan Houses have been opened in various foreign countries.

The Azerbaijani state is also taking special steps to expand educational opportunities for our compatriots living abroad and to help the new diaspora generation learn the mother tongue. The weekend schools named Karabakh, opened on the initiative of First Vice-President Mehriban Aliyeva, are operating successfully. Today more than 100 Azerbaijani weekend schools have been opened worldwide, and each has been provided with the necessary resources. Young Azerbaijanis abroad can benefit from these schools. A special textbook has been published for weekend schools. In addition, the teaching resource "A grammar of contemporary Azerbaijani" has been prepared for foreigners who wish to learn Azerbaijani.

Ensuring the territorial integrity of Azerbaijan and later the Fifth Victory Congress of World Azerbaijanis held in Shusha gave a strong impetus to the diaspora movement. In his speech at the Fifth Victory Congress of World Azerbaijanis, President Ilham Aliyev defined the future activity of the Azerbaijani diaspora in programmatic form and set major tasks before the diaspora. I would say that after all this, unshakeable unity emerged within the diaspora and everyone demonstrated great solidarity in supporting processes underway in Azerbaijan.

We have been working for several years on networking scholars abroad, holding many meetings and discussing problems. Bringing together Azerbaijani scholars living abroad required a certain amount of time. Of course, the support and care of the Azerbaijani state for organising scholars abroad is a priority issue, but our expectation is that in the next stage our scholars will contribute both to the countries where they live and to Azerbaijan. We want young scholars abroad to achieve even greater success by drawing on the experience of the previous generation. All opportunities exist for this. I believe that the opening of Karabakh University in Khankendi will also create good opportunities in this direction. If Azerbaijani scholars living abroad wish to work at that higher education institution, the State Committee on Diaspora Affairs will support them in this endeavour.

Organising forums for Azerbaijani doctors, engineers, students and cultural figures living abroad are also steps taken in this direction. Such forums have been held in Europe and the United States. Regarding students, I would also add that every year young Azerbaijanis go abroad to study within the possibilities offered by the Azerbaijani state. What attracts us most here is that those students join the diaspora movement to strengthen existing diaspora organisations. For nearly two years we have been organising forums for Azerbaijani students studying in various foreign countries for this purpose.

We have a project called "Brain Gain". Through this project we build serious ties with prestigious foreign centres of science. We can present the database we have obtained to our scholars and universities. In this way our higher education institutions can establish direct links with foreign universities and scientific centres, and this will make a serious contribution to the development of scientific potential.

If we want development, we must also speak about problems. If we want our scholars to develop, gain prestige in foreign countries and in future support the Azerbaijani state by using that prestige, we must of course discuss many issues, including existing problems. One of the greatest obstacles to development is the language barrier. Perfect command of English and possession of technical knowledge are very important for access to scientific sources. Another important problem is lack of access to international scientific resources and databases. We very much want our scholars to pay attention to these issues.

At the same time, publication of our scholars' articles in more internationally indexed journals is one of the important issues. Opportunities for our scholars to access those journals can also be implemented through members of the diaspora living abroad.

I would also like to note one more issue. We very much want our scholars abroad to publish more books and for those books to be presented to international libraries. Incidentally, the Committee has presented various publications to more than 400 libraries abroad.

We are focused on creating more professional associations and attach support and importance to establishing them. All of this rests on the desire that our scholars living abroad should be able to show their support for Azerbaijani science and processes taking place in our country.

Once again I say that I am glad to see each of you in our native land. I wish the forum success and express my gratitude to everyone who supports this important event.

SPEECH BY MESSOUD EFENDIYEV, CHAIR OF THE BOARD OF DIRECTORS OF THE WORLD ASSOCIATION OF AZERBAIJANI SCIENTISTS

It is a great pleasure to see you at the First Forum of the World Association of Azerbaijani Scientists (WAAS) in Baku, and we warmly welcome you to Azerbaijan.

There is a famous saying: "Science has no homeland." I would add to this expression that it is absolutely true, because all humanity benefits from the achievements of science. Yet every scholar has a homeland, and that homeland often becomes the main source of inspiration for their scientific achievements. Your participation here today, your attachment to Azerbaijan with heart and soul, is a clear example of this idea.

Given time constraints, I would like to share my thoughts in the form of brief theses.

A natural question arises: what necessity gave rise to this Association and forum? Why now? Who contributed to holding this forum?

Our esteemed academician Rafael, today's moderator, noted that WAAS is a non-governmental organisation and rightly emphasised the existence of strong unity between the state and the people as one of the main reasons for Azerbaijan's successes in recent years.

It was precisely this unity, the thoughtful and far-sighted policy implemented by the head of state, the victories of which he is the architect, our Diaspora Committee (DC) in recent years experiencing, in the true sense, a period of revival, the significant increase in the number of patriotic scholars living abroad, and their coming together at various forums that made the creation of this unity necessary.

Our compatriots living abroad, including scholars, regard the DC as a native place for themselves. On every visit to the homeland they visit the Committee and are received with sincerity by everyone from the Chair to all other staff. Practical proposals voiced here are always given attention and time for discussion.

One of the important features characterising the Diaspora Committee is its effective cooperation with the Ministry of Science and Education. We saw this harmony clearly both in December 2022 in Istanbul, when a group of our scholars living abroad held WAAS's founding congress, and again during preparation of this forum. Both state institutions supported us in every way. This was clearly reflected in preparing the forum, selecting our scholars and the successful conduct of our work overall.

I would especially like to highlight the initiative we called "Emin teacher's announcement" in organising the forum. As a result of this initiative, nearly 250 compatriots from close to 25 countries applied to participate in the forum.

The selection criteria for the forum were as follows:

  • Level of scholarship and scientific activity
  • Maintaining balance among young, middle and older generations
  • Spirit of statehood and patriotism

On this basis we ensured the participation of nearly 90 scholar compatriots living abroad in the forum.

As you see, every condition has been created by the state for the development of science, education and culture in our homeland. First Vice-President Mehriban Aliyeva has exceptional services in forming such a fertile environment. I have met her personally at several events both in Germany and in Baku. Especially her speech at the magnificent event in Berlin with Germany's First Lady remains in all our memories.

Rectors of Azerbaijan's leading universities are participating in today's forum. I call on WAAS members to take an active part in the discussions at these plenary sessions. I know most of these rectors personally and can say with confidence that we as WAAS can learn a great deal from them.

At the end of my speech I would also like to speak briefly about today's moderator, the esteemed academician Rafael Huseynov. In a period when Soviet ideology exerted strong influence, his courageous promotion of the legacy of Huseyn Javid is still remembered today. That was a very bold step for that period. In this context the lines of Javid Bey are especially apt:

A supreme power sharper than a sword to Turan –

Only culture, culture, culture!

Scientists' address to the President

ADDRESS BY OUR SCIENTISTS TO HIS EXCELLENCY MR ILHAM ALIYEV, PRESIDENT OF THE REPUBLIC OF AZERBAIJAN

The address was delivered by Mesud Afandiyev, Chair of the WAAS Executive Board.

The participants of the Forum of Azerbaijani Scientists Living Abroad have addressed an appeal to His Excellency Mr Ilham Aliyev, President of the Republic of Azerbaijan, Victorious Supreme Commander-in-Chief.

The appeal read during our scientists' visit to liberated Khankendi states:

Dear Mr President!

Our organisation, which unites Azerbaijani scientists living and working in different countries, closely follows the achievements of our homeland and rejoices at the successes of our state and people, who signed a great Victory.

Although we work outside our homeland, we always remember the immortal words of our National Leader Heydar Aliyev: 'Every corner of Azerbaijani land is dear to every Azerbaijani.' The main goal of the World Association of Azerbaijani Scientists, which brings together researchers in various fields across the world, is to contribute to the development and progress of our homeland.

Today, on the final day of the Forum of Azerbaijani Scientists Living Abroad, while we are on the sacred liberated land of Karabakh, we are pleased to convey to You and to the whole world the extraordinary happiness and pride we feel before our victorious people and its Victorious Supreme Commander-in-Chief, the defender and saviour of our homeland.

We always remember the suffering and sacrifices of our people for the liberation of every inch of our land, and we ask God for mercy for our martyrs and health for our veterans.

As Azerbaijani scientists living abroad, we assure You and, through You, the entire Azerbaijani people that we will strive diligently to contribute to the preparation and implementation of the country's strategic plans in science and technology, energy, education, healthcare, sociology and culture.

Mr President! We are forever grateful to You for leading our people to Victory as Supreme Commander-in-Chief of our glorious Armed Forces, for restoring territorial integrity and ensuring the full sovereignty of our homeland.

We are confident that under Your wise and far-sighted leadership the Republic of Azerbaijan will achieve even greater success in political, economic and scientific-cultural development, and we are ready to contribute to our common progress. We believe that our scholars, who possess modern scientific knowledge and extensive experience, love their homeland deeply and consistently support Your political course, can become Your allies in nationally significant endeavours.

Today in Khankendi each of us repeats with tears of joy the immortal words of our National Leader: 'I am proud that I am Azerbaijani. I am proud that Azerbaijan is my native land. I am proud that I belong to such a nation!'
